...you realize it is supposed to overlap with the AR right? That is part of the design...it's the Caldari Service Rifle, the same as the Gallentean Assault Rifle, Mattari Combat Rifle, and Holy Amarrian Scrambler Rifle.
The base variant of the Rail Rifle is Breach (although it existed first in beta, the Breach AR is a Gallentean Knockoff of the Rail Rifle).
As for the other points you bring up in the quoted post and others: Range vs DPS curve could still use some tweaking...and the buff to the Gallente Assault suit should have been split between it and the base rifles.
I would love a Tactical Rail Rifle...something like the industrial strength Bolt Pistol.
And I agree that the Combat Rifle just feels...off. It does great dps...but feels and sounds like an SMG (whereas the SMG feels and sounds like an automatic stapler...but performs well)...and could probably use some tweaking.
And yeah...don't expect to take targets down outside of your optimal? Caldari Weapons are traditionally long-range, mid-low alpha, mid DPS Weapons...fight them with that in mind. Avoid open fields without fire support from long ranged weaponry (Lasers, Snipers, RRs, PLC, MDs) or mobile cover (HAVs and LAVs ). In close combat don't rely on jumping out of the way of the way of fire, instead rely on alpha-strike, strong DPS, or out-tanking the enemy.
TL;DR: While they may remain strong, I don't feel the underlying design of the RR makes them overpowered. Rather a slight problem in the DPS vs range curve (which all* the service rifles follow) is what is plaguing all the service rifles.
*The AScR is off the curve because if it's heat buildup mechanic.
